Within CO+I, the Infrastructure, Planning and Acquisition team is responsible for supporting delivery of datacenter capacity for Microsoft’s cloud business. We have a portfolio of complex, multi-disciplinary, multi-million, multi-year datacenter construction and lease projects with specific safety, quality, schedule, and cost goals.
Job Description:
To help us accelerate our objectives, growth, and transformation, we are looking for a strong senior APAC Portfolio Central Cost Manager to join our Cost Management Team in APAC, working alongside the Regional Cost Director & Sub-Regional Cost Managers to assist in commercially managing all data center construction projects.

Qualifications:
Knowledge, experience and skills:
7+ years’ experience managing the estimating or commercials on a major construction portfolio
3+ years of leadership experience in Construction Cost Estimating or Cost Management
Quantity Surveying degree or Construction Commercial Management degree or Construction degree
Deep commercial knowledge of construction internationally
Working knowledge of construction contracts used internationally, especially in APAC
Deep knowledge and experience of the commercial management role in the procurement of GC contracts and other construction vendors
Ability to understand what "right" looks like contractually and financially and be then able to negotiate with the other parties to ensure that this is the final position.
Good communication skills, ability to collaborate with all other areas of the data center program, be able to think strategically, ability to build the trust of our construction partners needed to agree very large construction GMPs and final accounts
Preferred, not required:
RICS full membership (MRICS or FRICS) or equivalent is desired
Experience on location in the construction industry
The ideal candidate will be a chartered Quantity Surveyor, RICS qualified, with deep knowledge in construction costs, estimating and procurement and will be comfortable in a construction team environment. Experience in presenting to senior leadership. The candidate will have a solid contractual and procurement knowledge and have the ability to work in a fast paced environment dealing with multiple stakeholders.
Responsibilities
Responsibilities:
Pre-construction
Provision of cost management support on all new projects in new regions/campuses prior to appointment and establishment of dedicated project cost management teams. Scope to include procurement support, processing PO’s, payments and invoice approvals, cash flow tracking and cost reporting
Commercial support and coordination with procurement, design and estimating teams. Participate in initial Stage Gate estimate reviews and New Regions Contracts reviews.
Cost/commercial support to Land Acquisition and Energy teams
Coordination with E2E and estimating teams for Stage Gate reports and planning
Funding Management
Coordination and support to project funding requests. Process management and alignment of cost tables and data
Post Construction
Cost Management support during defects liability periods on projects where project cost managers are no longer on board. PO close outs, vendor accounts.
Benchmarking
Development and maintenance of regional benchmarking data. Liaison and coordination with global benchmarking.
Compilation and tracking of project indirect costs. Maintaining database and comparisons with baseline data
Coordination and alignment of cross walks and normalized rates
Resource Management
Onboarding support to Cost Management vendors
Maintenance and reporting of Vendor KPI’s and project savings logs.
Compass Systems / Processes
Regional point of contact for “Compass” cost management processes and systems. Full training will be provided
Interface and support to other stakeholders in development and maintenance of project cost management processes
Finance Support
Entity transfers, coordination with BizOps, Procurement and MS Finance
Taxation planning support – Capital Allowances Documentation preparation
Audit support.
Support the Audit process as Managed by the MSFT appointed 3rd party vendor including preparation of responses, sourcing, and provision of project information etc
Cost Planning
Support for Preconstruction / Design Stage Estimates and Report Outs
General Contractor RFP support, coordinating BQ production and the preparation of pricing documents and Pre-tender estimates
Risk Management: Coordination of early phase Risk workshops and reporting prior to handover to project cost managers.
