Our Water business is currently seeking a Resident Engineer Mechanical to be part of the major water treatment plant project located in Tuas, Singapore. 

The RE MECHANICAL will oversee all Mechanical aspects for the construction of a specific facility within the TWRP.  They will work across all the facility contracts to monitor, support, and guide the implementation of all mechanical works by the Contractors including both Contractors designed elements as well as the procurement, installation, testing and commissioning of the MECHANICAL works. Provide guidance to the MECHANICAL Resident Technical Officers (RTOs) within the Construction Manager led teams responsible for specific TWRP contracts to maintain consistency across all the contracts and ensure that all works are in compliance with the specifications and applicable codes and regulations. 

The RE MECHANICAL will be part of a team of REs and RTOs (Lead Resident Technical Officers) reporting to the Construction Manager for the facility he / she will be working on; Will have an indirect supervisory reporting line to the Lead RE MECHANICAL and the Engineering Manager who will provide technical guidance and support; Work closely with the Mechanical and ICA REs within the CM team as well as the Lead RE Mechanical and other discipline leads in Jacobs, the Client PUB and with 3rd Parties and be able to effectively communicate and coordinate with all the parties.  They shall also be able to provide clear direction and guidance to the MECHANICAL RTOs and act as a technical supervisor to assist them with technical support. The RE MECHANICAL will work closely with all other resident engineering teams, especially the resident ICA and process teams on all coordination matters.

Specific duties and responsibilities:

  • Work under the direction of Construction Manager, with an indirect reporting line to the Lead RE MECHANICAL and Engineering Manager who oversees all MEICA engineering.
  • Review and understand the MECHANICAL scope, BIM, specifications, and drawings for all MECHANICAL works.
  • Understand and follow plans, procedures, workflows, systems, and tools for the supervision of specific facilities within TWRP.
  • Work with the BIM model for the Mechanical and other MEICA works.
  • Provide regular updates to the Lead RE MECHANICAL, Engineering Manager, and CRE on related technical and engineering issues
  • Work  with Construction Managers to understand the technical and engineering issues facing each contract, prioritize and work closely with each CM team to resolve the issues
  • Provide technical leadership (MECHANICAL) on all related technical and engineering issues within the CM team.
  • Enforce specifications and codes of practice
  • Liaise closely with Lead RE MECHANICAL and Engineering Manager and design team on the review and approval of contractor submissions including calculations, models, drawings, materials, method statements, workmanship, etc
  • Ensure consistent and thorough reviews of the Contractors’ submittals have been done throughout the submittal approval process.
  • Ensure inspection documentation fully complies with local authorities and project requirements
  • Verify that safety and environmental standards and risks are addressed in submittal reviews and monitor safety and environmental compliance during construction, installation, testing, and commissioning.
  • Provide technical input and assistance in contract-related matters
  • Liaise and coordinate relevant technical issues with REs of other disciplines
  • Ensure the adequacy of engineering, inspection, and testing functions for all contracts
  • Define and oversee special inspection and testing requirements and ensure coordination of these efforts across all contracts within the facility.
  • Ensure that consistent quality standards and conformance with design plans and specifications are maintained across all contracts within the facility and coordinate with Lead RE MECHANICAL to ensure consistency across the project.
  • Ensure the contractors’ documentation of their works meets the required project standards.
  • Provide technical guidance to RTOs
  • Keep abreast of Contractors’ progress and performance and provide recommendations for improvements when a gap is identified.
  • Carry out keeping and maintenance of site records and carry out periodical checks of site records maintained by RTO to ensure records are up to date and in good order.
  • Keep abreast of monthly Work Progress Reports
  • When requested, provide an independent assessment of the certification of the value of work completed and recommendation of progress payments to be made to the Contractor
  • Ensure that the use of compatible materials and equipment is well coordinated.
  • Attendance in meetings, discussions with clients, contractors and to lead in technical discussions
  • Provide advice on any training needs of the MECHANICAL RTOs.
  • Provide input on performance assessments for MECHANICAL RTOs

Here’s What You’ll Need:

To be a successful candidate, you shall possess: 

  • Degree in Mechanical Engineering, with a minimum of 5 years relevant experience in design and construction of infrastructure/building projects in Singapore.
  • Experience with PUB projects will be an added advantage.
  • Experience working with BIM and 3D models is preferred due to the nature of design and work
  • Understanding of Mechanical design and of experience in the design and implementation of Mechanical works
